The Atlantic Charter was negotiated by Roosevelt and Churchill. It was a plan for what they hoped the post-WWII world would be like. They agreed to not seek territorial gain at the conclusion of the war, grant all people the right to self-determination, and grant freedom of the seas and lower trade barriers between countries.
